I bought the Blue Book because my family has a small coin collection left to us by two deceased relatives and I wanted to have some idea of what a dealer would offer for the coins when we get around to dividing up the collection.
I've had the "Red Book" (prices you can expect to pay) for years, the Blue edition is laid out pretty much the same, the main difference being that what a person will get from a dealer is often considerably different than what they'll charge you for a similar coin.
A little old change can quickly add up the $ so a reference like this is worth quite a lot when you don't know values. A person with more than just a few dollars, face value, in hand should probably get this book to go with their copy of the Red edition.

Concept of blue book is to show what dealers pay for coins which is somewhat accurate. It does not account for actual coin prices being sold via auctions or by private sellers like E-bay. Most coin collectors already know that large dealing houses probably only pay about 75% of true market value or maybe less so they can resell item. This book is a compliment to red book but not really needed by average collector.
